Milestones of Implementing Gender Mainstreaming in Hong Kong

  • Convention on the Elimination of All Forms of Discrimination against Women and its Optional Protocol

    The United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) extended to Hong Kong. The HKSAR Government has faithfully discharged its obligations thereunder to eliminate discrimination against women.

  • Women's Commission

    The Government established the Women's Commission (WoC).

  • Gender Mainstreaming Checklist

    On the advice of the WoC and with its assistance, the Government implemented gender mainstreaming in various policy and programme areas.


    The WoC developed the Gender Mainstreaming Checklist to assist government officers in evaluating the gender impact of new public policies, legislation and programmes.

  • Gender Focal Point Network

    The Government set up the Gender Focal Point Network in bureaux and departments.

  • Gender Focal Point Network

    The WoC set up the Gender Focal Point Network in District Councils.

  • 2015 Policy Address

    The Chief Executive requested in the 2015 Policy Address that, starting from 2015-16, all bureaux and departments should refer to the Gender Mainstreaming Checklist and apply gender mainstreaming when formulating major government policies and initiatives.

  • The Chief Executive announced in the 2016 Policy Address that the Government would implement a pilot scheme to encourage the non-governmental organisations in the social welfare sector to refer to the Gender Mainstreaming Checklist and apply gender mainstreaming when formulating policies and programmes.


    The Government set up the Gender Focal Point Network in social welfare sector.


    The Government and the WoC set up the Gender Focal Point Network among listed companies.
