Provision of Leisure and Cultural Facilities

Objective To provide leisure and cultural facilities which meet the needs of venue users and the general public including male and female users.
Content To provide more breast-feeding facilities in leisure and cultural venues, to provide family changing rooms at public swimming pools and to increase the ratio of toilets in leisure and cultural venues for female users.

Impact LCSD has all along made its best endeavour to address the needs of the general public, including those of women.

LCSD endeavours to provide more babycare rooms at its existing and new venues for the convenience of the public. At present, there are 81 babycare rooms in LCSD venues. If there is no babycare room, venue staff will provide an appropriate place or space to meet the public's needs as far as practicable. LCSD has also included babycare room as a standard provision. Wherever feasible, consideration will be given to providing babycare rooms in planning for major new leisure facilities or venue renovation works.



At present, one to five family changing rooms are provided in each of the 44 LCSD public swimming pools (except Wan Chai Swimming Pool, which is designated for group training only). Family changing rooms are generally separate rooms provided for changing clothes and mostly fitted with shower facilities and toilets. According to the existing guidelines, adult in company of a child aged eight or below or not taller than 1.35 metres of the opposite sex alone, and persons with limited mobility requiring assistance from family members or caretakers of the opposite sex in changing clothes, will have priority to use family changing rooms


For the provision of toilet facilities, LCSD has also taken into account the different gender requirements and the longer time required by female as compared with male in using toilets. LCSD has followed the Handbook on Standard Features for Public Toilets devised by the Food and Environmental Hygiene Department and adopted the ratio of 1 male to 2 female toilet compartments in the planning of new leisure venues. The provision of baby napkin changing area / bench will also be included in the toilets of leisure venues under planning. In addition, LCSD will consider increasing the toilet cubicles for female users when improvement works are carried out for existing leisure and cultural venues, if space permits.
Success Factor / Lessons Learned Taking into consideration the needs of customers, including both males and females, will enhance the service quality of the department and hence the image of the department.
