District Administration: Enhancing the Role of District Councils (DCs) and District Officers (DOs)

Objective To strengthen DCs' role in district administration and ensure that district needs are promptly met, to strengthen communication between the Administration and DCs, and to establish a close liaison network for community building and opinion gauging.
Content The main elements are as follows:
  • DCs are involved in the management of some district facilities such as leisure and sports facilities.
  • Increased the resources available to DCs to carry out community involvement activities and district minor works.
  • Strengthened the manpower resources for DOs to assist them in their support for DC business as well as their liaison and community building efforts.

Impact HAD is committed to implementing gender mainstreaming in DCs and other district advisory committees, mainly through the appointment of female members to the Area Committees and District Fight Crime Committees, and encouraging greater female participation in district affairs and grooming more female candidates for future participation to the DCs and other advisory and statutory bodies (ASBs).
Success Factor / Lessons Learned The appointment of female members in ASBs, Area Committees and District Fight Crime Committees has contributed to the integration of gender perspectives in planning for programmes / projects launched by DCs and other district advisory committees. This has led to enhanced awareness of local personalities that there are benefits in actively engaging both genders in district affairs from the perspective of fully developing the potential and resources within the local community.
