Member Self-recommendation Scheme for Youth
The Member Self-recommendation Scheme for Youth (“MSSY”) is one of the key initiatives of youth development as set out in the Chief Executive’s 2022 Policy Address and the Youth Development Blueprint. To engage more young people in public affairs and enhance their interaction and trust with the Government, action is in hand to expand the MSSY, with a view to tripling the number of participating advisory committees from around 60 at present to no less than 180 within the current term of the Government to enhance their functions as talent "incubators". Person aged between 18 and 35, and with the commitment to serve the community, are now invited to apply for MSSY Phase VI and self-nominate to become members of specified government advisory committees.

The number of participating committees has increased to 20, covering a wider spectrum of policy areas. The 20 participating committees for MSSY Phase VI are as follows:

Each of the committees will offer respectively two seats for appointment. Subject to the actual number of applications received and assessment progress, the assessment is expected to be completed in the fourth quarter of 2023.
Recruitment Considerations
Following the principle of meritocracy, we aim to, through MSSY, recruit young people who have the commitment to serving the community and the ability to contribute to the committees concerned for recommending to the relevant Bureaux/Departments (B/Ds) for consideration of appointment.
Application Deadline
29 June 2023 (Thursday) at 11:59 p.m.
Late or incomplete applications will not be accepted.
Eligibility and Assessment Criteria
Young people aged between 18 and 35 on the date of application deadline (i.e. 29 June 2023) are eligible to apply under the MSSY.
In the assessment process, we will consider whether the applicants meet the following three conditions –
- strong commitment to serving the community;
- good understanding of the policy area concerned; and
- good analytical and communication skills.
Recruitment Committee
A Recruitment Committee (“RC”) has been set up by the HYAB for overseeing the implementation of the MSSY. The RC comprises the Secretary for Home and Youth Affairs, the Vice-Chairman of the Youth Development Commission, non-official chairpersons or members of the aforementioned 20 committees and representatives of the B/Ds concerned. Under the RC, Assessment Panels (APs) will be formed to handle the applications concerning the 20 committees respectively. The APs will conduct interviews with applicants to facilitate assessment.

Please submit the application on or before the deadline via one of the following means –
- by completion of online form; or
- by post to the Home and Youth Affairs Bureau, 12/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re: “Member Self-recommendation Scheme for Youth”) (the postmark date on the envelope will be regarded as the date of submission of application). Please make sure that sufficient postage has been paid to avoid unsuccessful delivery; or
- by hand to the Home and Youth Affairs Bureau’s drop-in box at 2/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re: “Member Self-recommendation Scheme for Youth”).

In completing the application form, the applicant needs to explain, in either Chinese or English, his/her suitability of being appointed to be a member of the selected committee(s), through one of the following ways -
- to write no more than 600 words; or
- to provide a video (in mp4 format) or an audio clip (in m4a format) of no longer than 3 minutes. Applicants may choose to -
- share the video or audio clip via cloud storage platform and provide the relevant URL link in the application form; or
- provide the file of the video or audio clip
- for online submissions, the file size must not exceed 20MB.

Tripartite Taskforce on Manpower Training (Aviation)
To advise the Transport and Logistics Bureau on the administration of aviation-related training and promotion initiatives under the Maritime and Aviation Training Fund, and to monitor the implementation progress and the usage of funds under the related schemes.

Human Resources Planning Commission
To consolidate resources and efforts of the Government and various sectors to examine, review and co-ordinate policies and measures on human resources in a holistic manner, with a view to supporting and driving Hong Kong's diversified economic developments and meeting rapidly changing social needs.

Trade and Industry Advisory Board
To advise the Secretary for Commerce and Economic Development on matters affecting Hong Kong's trade and industry, including trade in textiles and garments, trade relations with the Mainland, the Belt and Road Initiative, the development plan for the Guangdong-Hong Kong-Macao Greater Bay Area and the Mainland and Hong Kong Closer Economic Partnership Arrangement and related matters.

Advisory Committee on Promotion of Arbitration
To advise and assist the Department of Justice in respect of the promotion of arbitration in Hong Kong, including overall strategies for the promotion of Hong Kong’s arbitration services in and outside Hong Kong as well as serving as a forum for discussing issues concerning the promotion of Hong Kong as a leading centre for arbitration services in the Asia Pacific region.

Enterprise Support Scheme Assessment Panel
To advise the Innovation and Technology Commission on whether applications for funding under the Enterprise Support Scheme of the Innovation and Technology Fund should be approved, monitor the implementation of funded projects and evaluate the effectiveness of funded projects.

Committee on Self-financing Post-secondary Education
To advise the Secretary for Education, in the light of the community’s needs, on the macro and strategic issues of common interest to the self-financing post-secondary education sector, including support measures, regulation, quality enhancement, strategic co-ordination, and other relevant issues referred to the Committee by the Education Bureau.

Intangible Cultural Heritage Advisory Committee
To advise the Government on the compilation and updating of the inventory and the representative list of Intangible Cultural Heritage (ICH) in Hong Kong, the selection and nomination of Hong Kong's ICH items for application for inscription onto the national list, the research of ICH, the implementation of ICH Funding Scheme and the measures to safeguard and promote the ICH.

Commission on Children
To provide overall steer on children initiatives, set policy directions, strategies and priorities related to the development and advancement of children; and oversee their implementation.

Advisory Council on Food and Environmental Hygiene
To consider and advise the Secretary for Environment and Ecology on policies relating to food safety, environmental hygiene and veterinary public health; the regulation of farms, food premises, food hazards; and food composition; and community education and publicity programmes etc.

Steering Committee on Construction Innovation and Technology Fund
To steer the implementation of the Fund, including its scope, eligibility, and form of support; to monitor the utilisation of the Fund; to review the efficacy of the Fund in upgrading the industry in terms of innovation and technology; and to consider any other related matters to facilitate the industry to adopt technology and enhance manpower development.

Committee on Promotion of Breastfeeding
To advise the Government on strategies and action plans for protecting, promoting, an supporting breastfeeding as well as on breastfeeding friendly facilities and measures; and to oversee the planning and monitor the implementation of related programmes, services or initiatives.

Award Council of the Hong Kong Award for Young People
To advise on the development of The Hong Kong Award for Young People (AYP), implementation strategies, programme effectiveness, as well as public relations and publicity matters of the Scheme, etc.

Hong Kong Fleet Operation Advisory Committee
To advise the Director of Marine on the implications and implementation of the requirements and obligations under the International Maritime Organization, the International Labour Organization as well as relevant regional and international conventions which may affect the Hong Kong Fleet; and the formulation of measures to enhance the services provided by the Hong Kong Shipping Registry as well as to improve the quality of the Hong Kong Fleet.

Statistics Advisory Board
To advise the Commissioner for Census and Statistics on statistical matters referred to the Board by the Commissioner.

Rehabilitation Advisory Committee
To advise the Government on matters pertaining to the well-being of persons with disabilities as well as the development and implementation of rehabilitation policies and services, and to assist the Government in promoting and monitoring the implementation of the United Nations Convention on the Rights of Persons with Disabilities in Hong Kong.

Stamp Advisory Committee
To advise the Postmaster General on the stamp themes and designs, the designers to be invited, the briefs for the designers to work and other related issues.

Cantonese Opera Development Fund Advisory Committee
To advise the Government on matters relating to the administration and management of the Cantonese Opera Development Fund (CODF); to formulate the funding categories, funding criteria and guidelines for assessment of applications as well as to assess funding applications, monitor and evaluate the progress and effectiveness of funded projects.

Sub-committee on Youth and Capacity Building under the Council for Carbon Neutrality & Sustainable Development
To promote and engage the public in the journey to carbon neutrality and sustainable development, encourage youth participation and capacity building.

Assessment Panel of the Innovation and Technology Fund for Application in Elderly and Rehabilitation Care (I&T Fund)
To examine the applications for the I&T Fund and advise on matters relating to the operation of the I&T Fund including reviewing and refining guidelines for assessing applications as well as drawing up the Reference List of “Recognised Technology Application Products” for the reference of applicant organisations.

Constitution and Basic Law Promotion Steering Committee
To provide the necessary steer on the overall programme and strategy for promoting the Constitution, the Basic Law, the National Security Law and related matters, both locally and overseas as well as to monitor, evaluate and review promotional programmes undertaken by government departments and non-governmental organisations.
