Member Self-recommendation Scheme for Youth
The Member Self-recommendation Scheme for Youth (MSSY) is one of the key initiatives of youth development as set out in the Chief Executive’s 2022 Policy Address and the Youth Development Blueprint. To engage more young people in public affairs and enhance their interaction with and trust in the Government, action has been taken to expand the MSSY, with a view to increasing the number of participating advisory committees from around 60 in 2022 to no less than 180 within the current term of the Government. The scheme has received enthusiastic response since its launch. From the Pilot Scheme to the regularised Phase 8 of the MSSY, a total of about 14 000 applications have been received so far.
Young people with a commitment to serving the community, are encouraged to apply for MSSY and self-nominate to become members of specified government advisory committees.

The application is now open. There are 28 participating committees, covering a wider spectrum of policy areas. The participating committees for MSSY Phase 9 are as follows:

Recruitment Considerations
Following the principle of meritocracy, we aim to recruit young people who have a strong commitment to serving the community, a good understanding of the policy area concerned, and good analytical and communication skills to join the said Committees through the MSSY.

8 January 2026 (Thursday) at 11:59 p.m. (Hong Kong time)
Late or incomplete applications will not be accepted.
Eligibility and Assessment Criteria
Young people aged between 18 and 35 on the date of application deadline (i.e. 8 January 2026) are eligible to apply under the MSSY.
Assessment Panels will be formed respectively under the 28 participating committees to handle the applications and conduct interviews. In the assessment process, we will consider whether the applicants meet the following three conditions –
- strong commitment to serving the community;
- good understanding of policy area concerned; and
- good analytical and communication skills.
How to Apply
Please submit the application on or before the deadline via one of the following means –
- by completion of online form; or
- by post to the Home and Youth Affairs Bureau, 12/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re: “Member Self-recommendation Scheme for Youth”) (the postmark date on the envelope will be regarded as the date of submission of application). Please make sure that sufficient postage has been paid to avoid unsuccessful delivery; or
- by hand to the Home and Youth Affairs Bureau’s drop-in box at 2/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re: “Member Self-recommendation Scheme for Youth”).

. Applications must be made in accordance with the above specified means.
When completing the application form, applicants are required to explain, in either Chinese or English, their suitability for being appointed as a member of the selected committee(s), through one of the following ways –
- to write no more than 600 words; or
- to provide a video (in mp4 format) or an audio clip (in m4a format) of no longer than 3 minutes. Applicants may choose to –
- share the video or audio clip via cloud storage platform and provide the relevant URL link in the application form; or
- provide the file of the video or audio clip
- for online submissions, the file size must not exceed 20MB.
- for submissions by post or by hand, please provide the clip file in DVD or USB Flash Drive.

Sir David Trench Fund Committee
To consider applications for grants and make recommendations on matters pertaining to the Sir David Trench Fund for Recreation.

Standing Committee on Language Education and Research
To advise the Government on language education issues in general and on the use of the Language Fund.

Electrical Safety Advisory Committee
To advise the Director of Electrical and Mechanical Services on any matters relevant to the safety of electrical supply, electrical installations, wiring and products, or the safe use of electricity.

Food Wise Hong Kong Steering Committee
Responsible for formulating and overseeing the implementation of the Food Wise Hong Kong Campaign, through various schemes and activities, such as the Food Wise Charter and the Food Wise Eateries Scheme, complemented by promotion of the “Big Waster”, the Campaign drives behavioral change across all sectors of the community and reduces food waste at source, fostering a food wise culture.

Coordinating Committee on Basic Competency Assessment and Assessment Literacy
To advise on the development of “Basic Competency Assessment” initiative (including “Territory-wide System Assessment” and “Student Assessment Repository”) as well as the enhancement of assessment literacy among schools.

Task Force on Promoting Web3 Development
To provide recommendations to the Government on the sustainable and responsible development of Web3 in Hong Kong.

Committee on Consumer Protection Policy, Trade Practices and Redress under the Consumer Council
To deal with specific areas of consumer issues, including trade practices, legal protection and complaint related issues.

Committee on Sustainability, Public Affairs and Education under the Consumer Council
To deal with specific areas of consumer issues, including promoting sustainable consumption, handling public affairs and consumer education programmes.

Hong Kong Paralympians Fund Management Committee
To oversee the usage of the Hong Kong Paralympians Fund, including evaluating its effectiveness, and to advise the Director of Social Welfare on the annual maximum allocation of the grants and its apportionment across three categories of grants support for athletes with disabilities.

Publicity and Promotion Committee under the Award Council of the Hong Kong Award for Young People
To advise the Award Council on matters pertaining to the development of the Award Scheme; to be responsible for public relations and publicity of the Award Scheme in Hong Kong and abroad, as well as to maintain contact with other National Award Authorities and the International Secretariat; and to prepare budget and Year Plan.

Working Group on Elder Abuse
To examine the issue of elder abuse in Hong Kong; to propose strategies, practical measures and action plan to combat the problem of elder abuse; and to draw up a frame work to implement the action plan.

Working Group on Publicity under Finance and Strategic Development Committee of Property Management Services Authority
To assist the Property Management Services Authority in formulating publicity and promotion strategies and implementing related publicity initiatives.

Commission on Children
To provide overall steer on children initiatives, set policy directions, strategies and priorities related to the development and advancement of children; and oversee their implementation.

Green Tech Fund Assessment Committee
To assess applications for the Green Tech Fund and monitor the progress of approved projects.

Committee on Community Support for Rehabilitated Offenders
To advise the Commissioner of Correctional Services on the programmes and re-integration strategies of rehabilitated offenders into the community; and to promote community support for rehabilitated offenders through education, publicity and public involvement.

Community Investment and Inclusion Fund Committee
Community Investment and Inclusion Fund (CIIF) encourages organisations to apply funding to implement social capital development projects in the community. CIIF Committee handles applications for funding under the CIIF, and advise the Government on the development of social capital in Hong Kong as well as the administration of the CIIF.

Transport Advisory Committee
To advise the Chief Executive-in-Council on broad issues of transport policy with a view to improving the movement of both people and freight.

Transport Tribunals' Panel
To hear appeals against decisions made by the Commissioner for Transport on matters such as vehicle registration and licensing, driving licences and driving instructors' licences, hire car permits and passenger service licences, and designation of driving schools and driving improvement schools.

Licensing Committee of the Estate Agents Authority
To set policies for and oversee licensing matters; and approve or refuse applications for licences, pursuant to the powers under the Estate Agents Ordinance.

Professional Development Committee of the Estate Agents Authority
To formulate appropriate training programmes and oversee the implementation of the Continuing Professional Development Scheme, with a view to raising the competence of licensees, pursuant to the powers under the Estate Agents Ordinance.

Practice and Examination Committee of the Estate Agents Authority
To oversee matters relating to the practices of the estate agency trade and qualifying examinations; formulate practice circulars and guidelines on various aspects of estate agency work; as well as liaise with the trade on ways to improve the standard of practice and quality of service of the estate agency trade; pursuant to the powers under the Estate Agents Ordinance.

Disciplinary Committee of the Estate Agents Authority
To receive and inquire into complaints lodged against licensed estate agents; conduct inquiry hearings and determine cases having regard to the prevailing laws and other requirements, policies and sentencing guidelines; and mete out disciplinary sanctions to non-compliant licensees, pursuant to the powers under the Estate Agents Ordinance.

Committee on the Promotion of Civic Education
To promote civic and national education outside schools and in the community through various and diverse means, with a view to helping the general public develop positive values, civic awareness and sense of patriotism.

Lantau Development Advisory Committee
To advise the Government, through the Secretary for Development, on initiatives and specific proposals which are conducive to realising the sustainable development and conservation of Lantau from a holistic perspective, so as to capitalise on the unique strategic advantages of Lantau for meeting the long-term social, housing and economic development needs of Hong Kong.

Appeal Panel (Housing)
To determine appeals lodged against the termination of lease agreements between the Hong Kong Housing Authority and its tenants.

Vetting Committee of the Trade and Industrial Organisation Support Fund
To advise and make recommendations to the Government on matters relating to the Trade and Industrial Organisation Support Fund, including the vetting criteria, assessment of funding applications and monitoring of funded projects, etc.

Immigration Department Users’ Committee
To monitor and review the fulfilment of performance pledges by the Immigration Department, receive and consider reports on suggestions by members of the public in regard to performance pledges, advise the Director of Immigration on areas which may require improvements for Immigration Department users and help to determine level of resources required to achieve the standards set.

General Support Programme Vetting Committee
To advise the Government on whether applications for funding under the General Support Programme (GSP) should be approved; to monitor the implementation of funded projects; and to evaluate the effectiveness of funded projects. GSP is a programme under the Innovation and Technology Fund which aims to support non-research and development (R&D) projects that contribute to the upgrading and development of our industries, the fostering of an innovation and technology culture in Hong Kong as well as promoting popular science.
